There is no site requirement that work be posted in English.

However, as a practical matter, the vast majority of the site community speaks English, and the number of members who also speak German is quite low. It might be possible to find someone to fit your specifications but it is not guaranteed. To add to the specifications you listed, you'd probably also need someone who liked the same kind of genre.

Most people who post work in another language also include a translation in English. The chances of getting help with story-telling issues (as opposed to German grammar issues) are higher if an English translation is available.
