There is no site policy that member-run contests/activities must be open to everyone to enter. The policy is that each contest/activity owner makes their own rules.

For example:
Some contests are limited to newbies at whatever cut-off the contest owner decides on.
Some contests are limited to members of a certain case color.
Some contests limit the number of entries.
Some contests limit entries to members of a certain group.

Also, if the contest owner has blocked someone, that person is automatically excluded.

Who can enter is up to the preferences of the person who's doing the work/paying for the prizes.
