My process is thus:

Observation
Idea
In-genre reading
Outline the story
Research
Writing
Developmental editing
Alpha read
Corrections and some coarse line editing
Beta read
Minor corrections and final editing
Oh... uhh and characters. I usually just grab a phone book and find some names. Genders can be assigned after the proofs come back. One or two always has a dog, a marriage, whatever. They're people. Sometimes.
Create proof.
Never look at it again
