I'm actually revisiting this concept with the novel I plan to write for NaNo. Since the idea hasn't been leaving me alone much, I've opted to do some freewrites. The freewrites have generally been of smaller exchanges in between or leading up to the bigger events. I've been using these freewrites to also figure out my characters' speech patterns and mannerisms. Perhaps you can use the "filler text" to show off who your characters are away from the drama. That way, it isn't really filler text anymore, as the readers will have a chance to really grasp the details of who all is involved.
