That's not enough information. Whose story is it?

Bobby's story? If the protagonist/POV-character is Bobby, then Phillip's backstory should be bits and pieces along the way.

Phillip's story? Bits and pieces might still be the right answer. Phillip's backstory could be a chapter but only if it's a necessary element of what happens in the story in 1951. If readers can make sense of what happens in 1951 without it, then it doesn't belong in a chapter.
