That's just how it's set. Perhaps you changed it somehow; moderators don't change peoples' newsfeed ratings (I don't know if seniors can or not). You should be able to change it using the gear icon on your notebook page; this will bring up a dialogue to change content rating and access restrictions for the notebook.
