Even if he isn't giving auto-rewards, there is the chance that gift points can be gleaned from the daily review rewards, and someone can get those while reviewing the same person multiple times (in a day).
Also, the activity of a reviewer and the quality of the review may not match up. In fact, it's been my experience that after a certain point quality does start to suffer when quantity is more emphasized. It's why even way back many years ago I decided to go for an in-depth approach. I realized that just one of those reviews can go a long way both in perception and review credits. I've even had people say that they can't bring themselves to follow my advice but appreciate it nonetheless. I consider that a victory and frankly more meaningful that cranking out many reviews. So for that reason, I do think that review activity may merit a closer look from all GP angles.
