I suppose it does seem rather arbitrary as to who get selected for Preferred Author and who doesn't. All promotions (to Preferred Author, Moderator and Senior Moderator) are made by the Staff, specifically the The StoryMaster and The StoryMistress . Some of their criteria is cited in "Promotion to Preferred Author" .

Promotions are in a sense merit based. Getting noticed by your participation on site by writing and posting in your Portfolio, posting in forums, helping other members via the help sites, and joining and participating in groups that interest you. Promotions don't happen automatically based on your length of time here. Read the item I cited above; it should answer your questions.
