There are a lot of forums, many based around individual topics, genres, styles, etc. Use the search function (make sure you search oll of WdC, not just your portfolio) and see what you can find.

To follow a writer is simple: next to a person's name is a 'Plus' sign. Click it once and that writer will become a favourite of yours. Click it again, so there is a megaphone, and you are now a fan and what they do will appear on your personal newsfeed.

To promote your own writing, it's easiest to do via Newsfeed. Have an introduction, somethting like, "Hi! I've added a piece to my portfolio!" Then type in {item:xxxxxxx} where the xxxxxxx is the ID of the item. So, looking at my portfolio, my short story 'Audrey' has an ID number of #2298104... so {item:2298104} will give:
"Audrey" 

You can also use {bitem:xxxxxx}

Which stands out a bit more.
