If the book was self-published, then it happens more than you'd think.
If by a trad publisher, then the author might have more say than editors. That's why 50 Shades originally came from a small publisher - the author rejected all editing from other publishers.
However, I think in this case it is the descriptions are current (present tense) while the action isn't (past). Or the style mimics this concept. It was a trend in the late 1990s and disappeared quickly.
Personally, to me, it reads terribly. But that is my opinion.
