In Odd Thomas it was very much a style concept, because of the PoV taken and I think he was aping Lovecraft a little (that is a style Lovecraft used as well; check out 'The Dunwich Horror';). It was almost experimental. And that was an early 2000s, late 90s book which is when that trend was most prevalent.
Also, you have to realise that authors who make a lot of money - like Koontz and King for example - for their publishers are not given the same editorial oversight. King has released some books in the past 15 years that could have done with some judicious culling and editing, but because he is Stephen King, it does not happen unless he wants it to happen. That's the nature of the beast.
As it is, I read that book 20-odd years ago and remember not liking it.
