Hmmm... I'm not sure on this. When I click it, it gives me the create-a-chapter form. The link from the "Continue" option is also the correct "add a chapter" link, rather than a link to the old chapter. It's certainly very very odd that you're seeing both the new chapter icon along with getting a link to a non-existent previous chapter!

Have you tried clearing your browser cache and restarting your browser? It definitely doesn't seem to be a Writing.Com issue since I can't duplicate a problem with both my main account and a test account. Screenshot here of when I click the "Continue" option at the bottom of the chapter link you included:

         

Looking back through the code, too, there's no case that I can find where it would show the *NoteB* indicating a new chapter while still providing a link to anything other than the "add a chapter" form.

Wish I had a better answer for you... but this is a head scratcher!
