If you create an official shop, that is one of your options, to make gift certificates for the shop. You do have to have a premium membership to open and run a shop. For reference, here is a link to one of the shops I am talking about "Vibrant Text 'n Image Shop" . You would have to have a shop to see how to set that up.
Other than that, you just make an image of a gift certificate and send it as an image link {image:XXXXXX} either in an email or in a c-note.
