That means the review is set to public, but it must still follow the item setting. So should the settings on the item ever change to be public, then the review would also be public.

In contrast, if the review was set to ”private” and the item changed to public, the review would still be private.

Because the item itself is not public, it overrides your review setting of public. The review itself doesn’t show the item setting, but instead shows the review setting.
