I think you're on track with the Groups option. A group item can be set to be editable by any member of the group who has the appropriate group level. And it's certainly possible to have a group with only one or two members. Instead of setting the static item private with a passkey, set it to "group only."

There may be other ways to accomplish the goal (for instance, create an item in Google Docs and share it, only later transferring it to the static item on WDC), but if you have the appropriate membership level, it could work to create a group.
