Yes, if you continually refresh the page, the servers will view you as an attacker and defend themselves by blocking you. We just cleared out the historical block list to free folks of their past transgressions when it comes to excessive page reloading... but for sure, the system will re-block anyone who continues to add artificial load to the servers. It's also an increasing block; so it starts short and the more times it has to block, it extends the length of the block the next time.
