I enjoyed the humorous character who was trying to convince everyone, the reader included, that he was not afraid of water. Although he hated rain and despised being wet, he did not consider himself hydrophobic.
The reader is delighted by his internal conversation about the state of weather and being caught boot-high in water, and locked out of his place of employment.
It appears that he brings laughter, not only to the reader but also to his fellow employees who saw fit to not let him back into the "office" after he left, and exactly at the time a deluge of rain hit.
You did a wonderful job adding the humor, and followed the April prompt handily.

This was a fast and funny story with a surprising twist at the end. I loved the whole tail pipe imagery.
