This is indeed a fantastic Haiku. There is no doubt about it. This traditional Japanese Haiku fulfils all the characteristics that an ideal traditional Japanese Haiku should have.
The poet draws a live image of nature. In a snowy land, it is too difficult to survive a lack of food. But a few can stay there who have sufficient power to struggle. That owl is one of them who delivers scarce mice for meals for her children to survive.
It is an artistic effort.
