Pending. That was the reoccurring word within the inner walls of the Enforcers. Their limitations and original standards had driven the city up from 7% to 10% and not having the Hellhounds active and focusing more on private contracts wasn’t helping. At least with them going after people reaching $2,000 or higher, others managed their amount of exposure fairly well. Unfortunately, the organization began to rot, starting with the leader and it became more about the money tied into privately contracted targets and keeping the city alert level seemed to be put beneath it. That was not what she wanted, although when Hellhounds had been suggested to her by Zachariah Staus, he had originally expressed that it was a good way to make money. So, it was what she had in mind to start before she watched the conversations on CrowNet, pushing away ignorance to learn about why the Masquerade was so important to the other vampires. Her priorities changed with her new knowledge, focusing on her own survival and the continuation of her sire; the only person she put her trust into at the time.

$3,000. This was the amount that the Enforcers focused on and it seemed no one was worried about being reprimanded or warned about their reaching the $2,000 mark. People were asking questions, and the validity and effectiveness of the Enforcers wasn’t being viewed positively, even by herself. Arauchia was working to draft out a new policy but with her work taking more time than they could afford, the city was growing more and more restless. It was September 2nd that she observed the Masquerade Breakers thread, Seb being the one to awaken it after almost a week. The city alert was 10.14%, the highest bounty being Leigh. She was put into the Enforcer system on August 31st, depicting her ludicrous bounty of exactly $5,913 at the time it was posted.

Leigh got her bounty down by $500 in two days, Jacinthe had already noted but she knew that hunters had a habit of coming out of the wood work when least expected. A hunter attack had the potential to raise a bounty up to between $100 to $200. She knew by Rocklin’s attempts and failures at lowering his bounty when reaching the top on the list. Two nights in a row he had been attacked and his progress was erased, his bounty alternating between the top three spots. In the end, his death was only a benefit for him. She kept this in mind when Moriah publicly announced taking the first hit (that people were aware of) on Leigh. The hand that held her knife itched to separate the unity of flesh, metal calling out the name of Asmodeus for his sporadic attacks against the ex-Hounds for finishing a contract on him when they were ordered to. With the combination of the rationale behind Leigh’s inevitable death and her craving to hunt, find and kill, Jacinthe needed no other persuasion before leaving from the place she was resting.

It was known that zombies counted as a kind of civic duty that decreased violation bounties, and also good training. The Quarantine District was polluted with people, including Leigh, Caine had posted her location. She was resting in a deserted bar, already wounded from others (names she would find out later when Reganleif announced them on the Enforcer board). Moriah was still there and others she vaguely recognized. The Killer skirted around them and launched at Leigh, knife taken out of its hold and plunged into her chest, piercing her heart. She quickly disengaged from the other vampire and stepped back. She did not stay in the area very long, perhaps two or three minutes passed before she shrank back to the door and left completely to admire the blood on her knife. This aid in killing was partially done in hopes to sate the blood lust that arose in her at least once a day.
