There are only 5 rules

Rule 1: This is for the less popular Furry girls out there, including a target that has been done countless times before will be removed give the underdog (no pun intended) time to shine.

Rule 2: Stay inside the 13+ rating, there is room for some adult themes but don't go too extreme with it.

Rule 3: Expanding the belly is mandatory. I will not abide Hourglass.

Rule 4: When the story starts they must be skinny, otherwise the expansion will not be obvious and if it's not obvious then there is no story.

Rule 5: OC's while certainly obscure unfortunately will not fit in hear namely because if you literally just made it up than nobody will know about it. But one like the furry girls from Web Comics will be acceptable.
