In fairness, I used these kinds of books to procrastinate when I don't want to read other books on my shelf that I should be reading. So I read A LOT of books like this.

Coulson does indeed provide proven techniques. The problem with that is I've read most of them, many times over, in various flavours. So for me, there was nothing new to be gleaned from this.

If you don't know why you procrastinate (and it may not be as straightforward as you think), you won't be able to course-correct. I do know what my procrastination triggers are, so there wasn't much help there for me.

Additionally, some concepts, like 'do the worst task first' was laid down long ago in 'Eat That Frog' and it wasn't new even in that book.

This is not a bad book. This is a redundant book, if like me, you've read a bunch like it. Despite the claim of 'this one being different because it has a plan!', I've seen the plans before as well. Nothing in here altered my trajectory. I already know my issues. Whether I work on them is up to me.

What this book IS good for is someone who doesn't have much experience with this section of the library, and wants a quick-and-dirty get-right-to-the-meat-of-it actionable plan for examining and overcoming their procrastination. Remember, the work is still on YOU. The book gives you the tools to fix it. It can't fix you all by itself.

Even with it said that it would be a good book for beginners, I still think beginners will find it a stepping stone, and will want to venture out beyond what this books offers if they're seriously attempting to change their habits. Balanced against price, it's a good investment for someone with little experience in the subject who wants to figure why they procrastinate and develop of a basic game plan for getting things done.
