Ultimately to me if a piece isn't character-driven to some extent, fantasy becomes kinda "Choose Your Own Adventure" or "Myst". Running around the alternate world is neat and all, but there's only so many ways to play. It's the people in the world we care about. (In other words, I wouldn't be a Middle Earth junkie unless I connected strongly with certain LOTR characters--really Sam and Aragorn. I couldn't care less about the Silmarilion or most of the backstory stuff; and I actively dislike prancy, superior Tolkien elves.)
Which is all to say over again, write away! It will be awesome. :)
(Heroic Fantasy Quarterly takes stories up to 30K or something, but think they're too traditionalist for you. Hm. Will be thinking...)
