I'm having a simliar issue to you with categorization. If my story all took place now, I'd call it Urban Fantasy. Maybe paranormal (based on your description), but prolly not. But 75% of it takes place before the year 1800, so...

I know the story you're talking about - it's definitely fantasy...I dunno...can something be just fantasy? Or does that leave it open to too much interpretation?
