This looks fun--How do I enter?

I have a lot of questions, but this looks like a lot of fun. Please forgive me for asking stupid questions, I'm new here.

1. When does a new tournament start?

2. Are there certain requirements or limitations a character has to meet? (I'm assuming nothing like invuln or reality-bending or things like that)

3. Do the two characters showing down need to be from the same genre?

3b. Can we use characters from other works we have created, or must the character be totally unique to the tournament?
