Yes, muddling happens a lot with this.

There are genres in which the opening doesn't have to be all that exciting. A romance, for example, does not *often* open with action. Epic fantasy writers are given a great deal of leeway too because they have to set up the world and all that. I think the best thing to do is know your audience and what they will best respond to. That's why it's such a good idea to read the genres in which you plan to write.

(Side note: on re-reading my first reply, I can see that it reads a bit rude. I'm sorry! I was simply trying to define the differences between the inciting incident and a story's hook. I know it's a sticky bit of fact often mixed up. My apologies if I offended.)
