I completely agree, Bob. A chapter should end when it feels right like with a big change in setting or plotline or POV. Though, I'm all for writers experimenting with all parts of their prose and seeing what breaking the "rules" can bring with it. However, this seems like a piece of experimentation that should've been scrapped during revision.

Pratchett's no chapter style was a bit annoying to me as well when I started reading some of his books, but after a while it actually felt more natural to read that way, and I stopped worrying about putting the book down at a section break instead of between chapters. Though, I don't think it will work in longer stories such as Sanderson's epic fantasies where the big chapter break can be a well needed relief.
