No, members with free memberships can read any chapter in an interactive, but since there are many people competing for the limited free member/guest resources allocated for interactives, you may have to wait a bit and try more than once to load the page you want -- any interactive page. Those resources are available about 70% of the day, depending on server load.

Members with paid memberships have unrestricted access to interactives because they're paying the cost of their own usage of the interactives. A year's Basic membership costs $19.95, which is less than 6 cents/day.
