An expired item alias isn't the same as a deleted item alias.

Keeping an expired alias means no one else can create a new alias with that term. In that sense, you were still "using" the alias during its expired status.

If you had deleted the alias when it expired, and created a new alias now, the cost would have been 10,000 GPs to create the new one, but with the risk that someone else might have taken the original alias term in the meantime.
