I'd like to suggest adding a specific date in Badge confirmation page when this note appears:
*Noter* Note: 1 badge given to this member within the past 14 days:

Perhaps something like:
*Noter* Note: 1 badge given to this member within the past 14 days: Your next Merit Badge to count for Community Recognition is on [Date and time here].

This way, we won't be able to go out from the confirmation page to check when was the last badge sent to a particular member.
