I was wondering about that too, the villian being able to stop the accusers from guessing. Maybe we can have a ghost haunt, and then if they think they know who commited the crime, they talk to the host privately. If they can guess it within however many guesses they are allowed - then they get half the gps (or some set amount) but the game still goes on. None of the living players know who the villian is only that he has been guessed.
That way a villian can keep someone's mouth shut in a way but the ghost isn't restricted to randomly haunting.
There are a few holes in the idea but I think that I got the main part down.
