I believe you can write a story using dialogue as the driving force. The setting doesn't matter much unless it is revelant to the story. I don't need to know that the story takes place in the present day, but I will need to know if it takes place in 1862. Small breaks in the dialogue with information that is important to the reader is not a bad thing either. I'd certainly be interested in getting people together to "workshop" your story. We can all learn from this endeavor.
