Breaking the chains that bind me is letting go of my rage~ then prayer~ then freedom comes

I've been doing a lot of writing, and it seems to have been scattered like salt and pepper on a nice thick rib-eye steak throughout my PC. It's difficult for me to organize, and concentrate, I've come to accept this disorganization in my life as temporary, it will end, nothing lasts forever. It's probably why I make typos, or that my language gets like my organizational skills and gets a bit "salty" at times.
I've been angry for a long time, with every right, but my anger wears me down, it doesn't wear down the people I am fighting against to save my life. I'm in the process of breaking the chains that bind me. IDK how, or when I'll be able to walk/run away from Portland, but it is my goal. I'm working hard on directing my energy on ideas to try to help the homeless, to force my fellow community members to see this issue as a humanitarian crisis.
People are dying on the streets in record numbers, OD's, weather-related, murders. It's a complete fiasco, a total cluster ****. It's one empty promise after another from elected city officials, Portland voters voted to decriminalize *ALL* drugs, meth, heroin, coke, LSD, PCP. all of them!!
They voted to defund the police and did so, by 15 million dollars, they also disbanded the GVRT (Gun Violence Reduction Team) the guys who went out and worked with gangs to reduce gang violence, it was successful. They chose to allow violent rioting downtown the summer of 2020 claiming that "the city (meaning the downtown core) had nothing to lose" and, CHOSE TO ALLOW THE VIOLENCE & RIOTING which did occur EVERY night for 150 consecutive nights. The police commissioner/Mayor of Portland ordered the Police to stand down to the rioters. They weren't allowed to fight back. The crime increased seemingly overnight and we began to see record-setting numbers of *reported* shootings and, sadly record-breaking number of homicides in this city's history. Auto theft, catalytic converter theft is up, property damage, assaults, all crime has increased. Millions and millions of od dollars in damages were done to Portland during the riots, storefronts, and doorways were boarded up on June 1, 2020, and remain that way to this day. Graffiti scrawled against walls, windows, streets wherever they could, messages of hate and rage. Portland also elected a DA who on day one announced proudly to Portland and the world he wasn't going to press charges against people arrested during the rioting and, immediately dropped hundreds and hundreds of charges.
Now, I'm still waiting for anyone to answer my question.

WHY WOULD A CITY ALLOW SO MUCH CRIME, DECRIMINALIZE ALL DRUGS, CHOOSE TO LET THE DOWNTOWN CORE BE DESTROYED BY RIOTERS, AND NOT PROSECUTE CRIMINAL BEHAVIOR AT THE BEGINNING OF A WORLDWIDE PANDEMIC WHICH HAD CLAIMED THE LIVES OF THOUSANDS?
The city claims that the crime was already on the increase when the riots began, so again I ask... WHY?

Here are a few poems I've written in the past couple of weeks.

IDC if you see my face
I'm not 1 to hide in disgrace.
I OWN everything I do
I'm NOTHING like you!
You're the COWARDS who run the streets
hoping to terrorize everyone you meet.
I've got nothing to hide,
nothing to lose
I'm tired of being abused.
You may want to look deep inside
for it's you, my friend, who's deprived.

She paved the way
convincing others TO FOLLOW, she was saving the day
by keeping them safe removing their police
telling us our safety would increase.
We’ve watched crime climb to all-time highs
see people shooting up,
then as high as the skies.
Mental illness runs rampant
violence rules the streets
some crazy person goes on another tangent
finding a stranger and begins to beat.
There’s no one to call
no one’s here to protect us ALL.
There are no cops out patrolling their beats…
willing to arrest the criminals they meet.
It’s a waste of time, they already know
the criminals will soon be let go.
This is what she’s wanted to do,
the twisted manipulative methods
won’t work on me as they do you!
People get hit in the head with bats
people randomly being attacked
some have been chased by others with an ax!
WE’RE LESS SAFE WITH THE POLICE?
is that something you really EXPECT me to believe?
I’ve been robbed, kicked, and stomped,
my neighbors, have been mugged
I didn’t call the police, they’re too swamped.
Nothing they WOULD be able to do!
IT’S NOT THEM I BLAME
*IT’S YOU & YOUR SICK, TWISTED
MANIPULATIVE GAME!*
EITHER BRING OUR POLICE BACK
RESTORE LAW & ORDER TO THE STREETS
OR GET RID OF YOUR OWN
PERSONAL SECURITY
LIVE IN OUR FEAR THAT YOU MIGHT BE BEATEN!
AND AGAIN I SAY, YOU WILL NOT WALK AWAY UNSCATHED!

It wasn’t me who opened the cage
and unleashed what was contained.
I worked hard to contain the rage
there are reasons it was restrained.

Ladies and Gentlemen!!
Whether or not you like what we say
we have a collective voice
and we aren’t going away!!
If we truly have nothing of value
to offer the conversation
all you think we do is harass you
why is it you meet us with such hesitation?
You block our comments, delete them too.
You tried to drown out and silence our voices
yet, we’re still here
there you are refusing to address our demands
to make our own CHOICES
THINKING
YOU’VE LEFT US VOICELESS.
