When should Izuku unlock his new Quirk Minimize?

He unlocks it before going to UA and possibly be around his mother, the Bakugou's, or even by a Hero.

He unlocks it during his time in UA and could be found by a teacher or student.

He unlocks it during his time at UA but around students from another school or a Villain.
