Should I pay for writing contest or should I stay away from contest that want an entry fee?
Is Writers Digest a good place to start?

Writers digest often wants a fee to enter contests. I suggest you polish your skills by entering free contests, then go for the gusto. Writers digest is highly competitive, therefore you need strong writing skills to have a chance at winning.

I am having trouble with submitting to one of the contest, how do you do it?
While each contest has its own set of rules, most follow the basic rule of using the bitem format. Each entry is in the writers portfolio and to enter, one takes the item number of the entry and posts it like this:
 Invalid Item 
This item number is not valid.
# by Not Available.
the item numbers replace the ######'s.
I opps. A bitem looks like {bitem:######} Forgot that to display it, i had to use a extra {}

Does the reviewers charge to review?

To answer your question: NO. Reviewers don't charge.
Okay, well, some do, but if you let them know you're new and don't have any WDC cash, fondly referred to as GPs or Gift Points, I bet many will review you for free.
The best way to get reviews is to review others.
