This piece here is quite lovely when I first read it, the way you choose your words were quite both in though and placement. When you said "When will be the thousand year flood" you might wanted to put a question mark first, then for the last part it could have gone: "That will surly overwhelm every flood control improvement in the city."

Although that was one tiny mistake it doesn't take away from your writing, i hope to see more piece like this in the future.
