I've actually been saying this for years! It would definitely go a long way in terms of levelling the playing field with sides like TNS but I can't see the bigger English teams wanting to go to Bastion Gardens away on top of the games they already play during the season.
My dad actually told me that they had something similar to this but they had to stop it due to hooliganism (this was the seventies mind you so I doubt that would be too much of an issue now)

Also what a weird website to find a discussion about Welsh football lmao
