I think this is pretty good.

I love NCIS but I'm unfamilliar with this part of Gibbs past (even though it's very important)

it was a happy story, and works very well as a fanfiction. but it wouldn't work very well as a stand alone. not enough action.

you obviously wrote this as fanfiction (which is what I usually write), so I can't really say anything. But I do think this is very good.
