Some general advice for using the review forums is to make certain you read and understand the rules of a forum before you post. Some limit number of items they will accept in a given period of time. Others limit the content rating they will allow to be posted. When are the costumicons available? I understand they're available to premium members all the time, but when would the next subscription period be?

The rental of Costumicons seems to occur at random intervals and (often) are associated with (American) holidays or special events, such as the fourth of July and the 3rd site birthday.
