I have seen people standing on the corner with a sign in their hands that says "Will work for food" Then when you offer then a job cutting grass or raking leaves, they come up with some kind of excuse. I ask one, Why does your sign say "will work for food" and you turn down my offer for work? He told me that he'd lose money if he left his spot to go and work for me. Or that he'd lose his "good" panhandling spot. I just shook my head and drove off, watching as he shot me the finger in my rearview.
