I like this idea! It has been done before but could use a fresh approach. (Look to underated 80's movie Soul Man with C. Thomas Howell for inspiration and research on how he managed to fool everyone). I would certainly be intrigued by a back cover with this circumstance. As far as if the brother would be recruited, I think most art institutes would be applied to with portfolio items, but maybe he was interested, applied and was accepted, but fell in love and decided to abandon the school to follow his love across the country. This opens things up for Rizzo to attempt her charade. So, this is a good setting, but it needs conflict and plot. The story can't sustain itself just with the circumstance. There are possibilities with conflict arising between the twins based on perceived talent levels, favorite to parents, feelings of inadequacy, etc. Very good circumstance to explore an original plot, but don't forget that Rizzo taking her brother's place at an art institute is NOT, in and of itself, enough to carry the plot.
