OT: Does Action have to be Full-Blown Action?

i just had a review of chapter one of my novel (Gray Fire: a Fool's Dream), and my reviewer thought that there should be more action in it. Granted, my depiction of action may be a bit off, but I think that there is plenty of action in it. Granted, it is not an adventure type of story, but I do have a thought. I'm the type of person who sits at home a lot, and perhaps this is reflected in my work. Does anyone have any input on this?

Next, I see myself not taking my own advice, yet I don't want to make major revisions. I'm not making reference to a conflict early on in the story, yet i kinda like things that way, and all I can say is that i need to be more careful about what i put in reviews. I have one perspective for reviewig, and another perspective for writing. How do I get these perspectives to mesh a little more?
