You are correct!

Since it's not uncommon for several different writers to work on the same project before it's finally produced, the Writers Guild needed a way to distinguish work done by teams of writers from work done by different writers independently but still contributed to the larger whole. These credits can be incredibly complex depending on how much each writer has contributed. For example, there might be a credit like:

Written by
Jeff & Golden
and
Ace Corona
and
Kasia & Blue Witch


And that is the equivalent of the guild saying, "Jeff & Golden wrote together first, then Ace Corona did a little bit of writing by himself before Kasia & Blue Witch teamed up for the most recent changes." *Rolleyes*
