Greetings.

I had been inactive for a while due to many reasons including loss of internet and helping my mother with physical therapy after nearly loosing the ability to walk.

To the point, you should keep it simple. I would have the islands rich with an unknown mineral which has a similar magnetic frequency to the planet. This would cause the two masses to repel each other, thus the islands float. However, they do not fly out into outer space because there is not enough of the element to cause this to happen. A 'Mexican standoff' so to speak.

The islands circle the planet so they are never in the same place twice, making them hard to locate without modern technology or magic. The islands stay close as they are magnetically attracted to each other.
