It occurs to me, if dragons are telepathic, that they could start to "learn" to speak to humans as soon as they have interaction with them. Likely seeing in their minds and hearing with their ears could bring about the ability. The hardest part of Dragon speech, to my mind, is how they would make the sounds and articulate without a human tongue/pallet/lips. Not impossible to overcome, parrots and crows do it, but challenging.
