Well seeing as dragons are fantasy creatures and you are in complete control of them I'd say you can choose to have them be quick learners and learn it at a young age if that allows your story to progress. Just make sure you introduce the fact that dragons can communicate with humans and can do so from a young age early on in the story before you use it as a vital plot point.
