My impression of a review is that it should be there to guide another potential reader.

That would be incorrect. WDC is a peer-review site for works in progress, not a publishing or showcasing site. Thus the primary audience here for all reviews (public or private) is the author of the item, not other readers. The secondary audience for public reviews is other writers wishing to learn how to write better by looking at in-depth reviews of other people's items.

Many of the members here prefer to receive reviews uncontaminated by exposure to other readers' opinions. Also, members have the ability to edit their items at any time, and there would be little value to readers in displaying reviews that were for a previous version of the item.

Comments can be made in the Newsfeed/Notebook, as well as in Book items that have been set to allow them and which are mostly used for blogging. The person who owns the Notebook or Book item is then responsible for monitoring the content of any comments. The site does not provide paid personnel to monitor visible comments for abuse or harassment or spam. I dare say all members would prefer to have their items shown to readers without any of that.

it's easier to find your own reviews of other author's items than it is to find reviews given to you.

To find reviews given to you for a particular item, click on the Item Tools menu (the gear icon at the upper right of an item page) and choose the Reviews option. All the reviews you receive are also listed in your Reviews tab when you click on the Reviews: Received button in the toolbar in the upper left corner.
