Usually, someone is considered a newbie on WdC for the first year. I have seen various other periods of time, like six months as well. I'm not sure there is anything written in stone for this.
A newbie is someone who is new to WdC. The newbie may or may not be new to writing. Some people come here with zero experience all the way up to fairly accomplished writers.
