This lets the read see who they are and what is happening in that story world before they decide to do something about it. It introduces the characters and gives a sense of where they are at that point in the story.
Think of Dorothy in the Wizard of OZ - we meet her and all those she knows in Kansas before she is wisked awary to OZ. We learn about what she wants and what she is missing.
