I feel that most of the options have been chosen. Will already has control of Chelsea and Kim. Catherine is a no-brainer, as she controls the social life of the school; Charles controls the bohemian aspect, so that gives him a wide swath of options.

That said, I'd shut down Marc for a good reason - you can control him indirectly. And that's why one of the options will be Hannah Westrick. This allows Will to have his first partner on his endeavor: Stephanie Wyatt. Why? Because Stephanie has a crush on Marc. Give Stephanie the opportunity to be Hannah, and she could indirectly influence Marc - meanwhile, she can deal with the other women's sports teams.

The other option, as rugal mentioned, is Gary Chen. Controlling the underground of Westside is immense. Keeping the underground in check with a loyal partner even more, particularly since Will could then manipulate most of the thugs and the bad seed of Westside into more impersonations.

I feel, though, that the dopplegangers that Will creates should be released, save for one - Kim. As I suggested, Stephanie would handle the sports groups through Hannah; four other partners could handle Chelsea, Catherine, Charles and Gary. (My thoughts would be that Cindy gets Chelsea, Jack Li gets Charles, and someone loyal could get Gary.) From there, they diversify: Chelsea could take control over the cheerleaders and some important groups; Catherine would probably get control of Kelsey Blankenship and another important social leaders; Charles would get Jelena and maybe someone else, and Gary would get the two most notorious bullies. That would expand the web of influence. It would also free Will to go for stage 2 of the takeover: going straight for the principal or the guidance counselor, since Kim would be well-connected to them. And, since Kim would be the de-facto leader, he can branch out to Eastman or St. X.

Yeah, I know - going too far. But this is unbridled ambition, after all.
