Hi. This is an interesting question!

I think that a standing army would be low-priority in the absence of an active threat (see, for example, Switzerland). However, there will probably be a need for some kind of law enforcement. There are always a few idiots who think they can do what they want, and those idiots will need keeping in line.

Are wild animals a danger to ordinary villagers? If so, people may become skilled at using farming or building tools as weapons to drive them off. But unless trade disputes turn very ugly, they probably won't think of other people as any kind of national threat. And they may not have single-purpose "weapons as weapons" at all.
